- Reviews the causes and goals of railway restructuring in other countries, describing advantages and disadvantages of alternative models of rail regulatory regimes, in light of current Congressional debate over the Federal role in providing intercity passenger rail service under National Railroad Passenger Corporation (Amtrak). Profiles regulatory framework in Argentina, Canada, France, Germany, Japan, Mexico, and the United Kingdom. Examines the economic performance of these railroads, including whether they are able to achieve operating self-sufficiency. Assesses the level of Government support the railroads receive for infrastructure and for operating expenses. Reviews common themes observed in the foreign experience of railway restructuring.
