- Presents overview of housing problems currently facing low-income families and individuals, and addresses trends that may accentuate or mitigate these problems. Describes and assesses results of main Federal housing assistance programs for low-income households and special populations including the elderly, the disabled, and the homeless. Addresses historical roots of public housing, rent certificates and vouchers, and examines how changing circumstances or perspectives led to shift from project-based subsidies to tenant-based assistance, and from assisting the most vulnerable to rewarding more self-sufficient families.
