- Reviews of U.S. trade policy agenda, and examines role of trade promotion authority in trade policy. Summarizes major provisions of H.R. 3005, the Bipartisan Trade Promotion Authority Act of 2001, to restore and modify Presidential authority to negotiate trade agreements under an expedited procedure for Congressional approval, focusing on labor and environmental provisions. Reviews consultation and notification provisions, and discusses expedited procedures and controls that H.R. 3005 proposes on their use.
