- Focuses on private fee-for-service (PFFS) plans, one of several benefit delivery options established by Medicare+Choice program, created under P.L. 105-33, the Balanced Budget Act of 1997. Reviews differences in structure, restrictions and requirements between PFFS plans and other options. Examines the only Medicare PFFS plan available, offered by Sterling Life Insurance Company; discusses pros and cons of participating in Sterling plan; and examines to what extent beneficiaries are enrolling in the Sterling plan.
