- Examines background and history of the licensing of nondramatic musical works in the U.S., and analyzes provisions of S. 28 and H.R. 789, both the Fairness in Musical Licensing Act of 1997, to amend the Copyright Act of 1976 to revise music licensing rules and expand certain exceptions. Summarizes arguments for and against the proposed changes in music licensing practices and the copyright liability of music users for public performance of nondramatic music.
