Analyzes a new regulatory program proposed by the Environmental Protection Agency to reduce "regional haze" resulting from man-made air pollution in national parks and wilderness areas by requiring States to develop and implement long-term strategies to attain congressionally mandated visibility goals. Examines previous efforts to address the regional haze problem, principal elements of the proposed regulations, the regulations in context, and issues arising from public comment on the regulations, including impact on industry, choice of methodology, and Federal-State issues.
