- Examines the joint manner in which Congress and Secretary of Labor have approached the protection of 16- and 17-year-olds who drive vehicles as part of their regular work assignments. Examines Department of Labor oversight beginning in 1968 and more recent developments under the Bush and Clinton administrations, and reviews attention paid to the issue by the 103rd-105th Congress. Also discusses issues of rulemaking versus legislation for dealing with child labor and explores the issue of teen driving safety.
