- Provides an overview of the tobacco Master Settlement Agreement (MSA), which settles State and other lawsuits against tobacco manufacturers and contractually imposes restrictions on tobacco advertising, marketing, and promotion and requires the manufacturers to make annual payments totaling about $206 billion through 2025. Examines requirements States must meet to receive settlement funds, creation of the American Legacy Foundation and National Tobacco Growers' Settlement Trust Fund, and the Smokeless Tobacco Master Settlement Agreement. Addresses Congressional issues, including Federal Medicaid reimbursement, Food and Drug regulation of tobacco, economic and tax issues; and reviews Federal lawsuit against tobacco companies.
