- Provides summary, background, current status, policy issues, and legislation of 105th Congress on the electronic funds initiative (EFT'99), part of the Debt Collection Improvement Act of 1996 (P.L. 104-134) passed by Congress to reduce the cost of government. P.L. 104-134 requires all federal payments (other than IRS tax refunds) to be made by electronic funds transfer after 1/1/97. Discusses widespread concern involving the provision of electronic financial services to "unbanked" recipients of federal payments.
