Summary:
Reviews the issue of helpers (informal trainees or general utility workers) in Federal construction contracts and the attempts by the Carter and Reagan administrations and Congress to determine their place under the wage rate determination system mandated by the Davis-Bacon Act. Examines the helper issue from its initial review in 1979 to Federal court confirmation of the Department of Labor's right to invoke definite suspension of the helper regulations in July 1997.
