Analyzes two new property rights bills before the 105th Congress that seek to abbreviate the judicial process used by property owners to assert claims based on adverse impacts of government actions on their property. Reviews the provision in H.R. 992 that would expand the jurisdiction of courts hearing compensation claims, the provisions of H.R. 1534 that would lower abstention and ripeness hurdles, and issues raised by these bills.
