Summary:
Reviews issues associated with welfare reform and subsidized public sector employment (PSE), in light of enactment of P.L. 104-193, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Covers work requirements of the Temporary Assistance for Needy Families program, job availability, and Government employment policies. Analyzes PSE program issues, including fiscal substitution and displacement (substitution of Federal funds for State or local funds), value of work performed to society, and program benefit to participants. Highlights U.S. experience with two PSE programs, the work incentive program and the Comprehensive Employment and Training Act.
