- Analyzes provisions of P.L. 100-497, the Indian Gaming Regulatory Act (IGRA), which establishes the jurisdictional framework for gaming on Indian lands, and regulations issued by the National Indian Gaming Commission under IGRA. Provides legislative history of gambling and jurisdiction on Indian reservations; and discusses treatment of Indian lands acquired in trust after enactment of IGRA, proposed regulations and exceptions for gaming on after-acquired land, lawsuits filed to permit expansion of gaming operations, and legislation introduced in the 103rd Congress related to Indian gaming.
