Summary:
Provides background on international debt and deteriorating renewable resource problems in many debtor countries. Explains debt-for-nature swaps, which involve exchange or cancellation of a country's debt in return for the debtor country's commitment to establish certain conservation or environment-related programs. Identifies three key issues concerning debt-for-nature swap proposals, and summarizes Congressional and other international organizational responses to debt-for-nature swaps. Includes appendix describing four debt-for-nature agreements to date.
