Describes provisions of the Education Consolidation and Improvement Act "concentration grants", which supplement basic grants to local educational agencies in counties with large numbers or proportions of disadvantaged children. Compares eligibility formula and grant distribution under previous law with provisions of P.L. 100-297; and analyzes distribution of concentration grants under both sets of formulas at the county and State levels.
