Summary:
Examines the Supreme Court ruling on a Veterans Administration regulation characterizing primary alcoholism as "willful misconduct" in light of Section 504 of the Rehabilitation Act which prohibits discrimination against the handicapped in Federal assistance programs. Time limit for veterans educational benefits may be extended only in cases where disability was not caused by "willful misconduct."
