- Summarizes the findings of a National Academy of Science study on the costs and benefits of the 55-MPH national speed limit, and the pros and cons of raising it. Examines legislation enacted 4/87 allowing States to raise the speed limit to 65-MPH on rural portions of interstate highways, and subsequent legislation in the 100th Congress to extend the authority to additional highways. Discusses State enforcement of speed limits, and the effects of the 1987 law.
