Provides background, history, and analysis of S. 1806, to limit political action committees (PACs) and to grant free broadcast time to political candidates. Considers constitutionality of contribution limitation provisions from PACs to Congressional candidates; and discusses the impact of S. 1806 on provisions of the Federal Election Campaign Act of 1971, which limits expenditures for broadcast and non-broadcast media, requires disclosure of Federal campaign funds and limits contributions, and provides tax incentives for political contributions.
