Analysis evaluates public testimony and study findings relating to: water resources planning and evaluation criteria and procedures; cost-sharing; policy considerations and alternatives pertaining to institutions and institutional arrangements; water conservation; water quality; water resources research; Federal reserved water rights; and priority issues for congressional consideration.
Committee Publication No. 95-108. Analysis, prepared by Warren Viessman, Jr. (CRS), of water policy study conducted jointly by OMB, CEQ, and the Water Resources Council. The study which resulted in a decision document submitted to the President in May 1978, was based on consideration of topics identified in a series of issue and option papers (texts, pages 77-108) published in the July 15 and 25, 1977 Federal Register.
Includes text of President's June 6, 1978 message to Congress and related White House press release outlining water policy reform objectives (pages 109-136).
