Summary:
Final report, by CRS and Linton, Mields, and Coston, Incorporated, of background documentation and a proposed plan for operation of the National Study Commission. The Commission, required by the Federal Water Pollution Control Act Amendments (FWPCAA) of 1972, is to investigate technological aspects, and all economic, social and environmental effects, of achieving effluent limitations and goals set forth for 1983 by the act.
Includes a summary of requirements for reporting and for regulations and guidelines promulgation contained in the FWPCAA (pages 67-71).
Report comprises 3 main sections: rules of procedure to permit the Commission to govern itself; an administrative and management plan governing budget, personnel procurement, and organization activities; and an outline of the Commission's major work tasks and responsibilities.
