Examines deficiencies in the Coastal Zone Management Act of 1972, and features of S. 586 (text, pages 88-119), passed by the Senate and under House consideration as H.R. 3981, relating to outer continental shelf leasing and energy facilities siting. Also considers existing State laws and requirements (tables, pages 54-57).
Report, prepared by National Ocean Policy Study staff in cooperation with W. Wendell Fletcher and Thomas E. Kane of CRS, on electric, oil, and gas facilities siting in coastal zones. Emphasis is on legislative initiatives to effect a compromise between environmental constraints and energy development needs.
