- Examines whether the emergency export control extension authority granted to the President under Section 5(b) of the Trading With the Enemy Act constitutes sufficient basis to effectuate certain expired provisions and activities authorized by the Export Administration Act of 1969, including the anti-boycott provisions, controls on export of technical data, and administrative sanctions, especially denials of exports privileges for the duration of the emergency.
