Summary:
Examines constitutional issues related to the proposed establishment of an independent Federal prosecutor to investigate and prosecute all Federal criminal suits. Considers whether prosecutorial functions are under the purview of the executive branch, issues relating to Congressional power to vest the appointment of inferior offices in courts, and whether Congress can impose particularized duties on a President that would effectively insulate him from control of Presidential duties.
