Collier. Updates earlier revision (for summary, see 1970 CIS/Annual, H382-16) of a 1951 congressional war powers study.
Identifies: the framework of international and constitutional law defining U.S. rights and obligations to use extraterritorial military force; precedents for armed forces use beyond national boundary; and the scope of congressional war-making powers, including limits on President's use of troops and authorizations of military action without formal declaration of war.
