While the formal aspects of democracy such as the Constitution and legal and governance system are very important, without a democratic and constitutional culture their ability to renew society is limited. Our institutions and processes of socialisation (orientating persons to adapt and fit in with different groups in society) are hardly visible, but very influential, positively or negatively on our lives. They are just like water, which we hardly value, yet it is a source of life. If well managed or a source of destruction (polution, drought, floods) if badly managed. This is expressed in these lines from the title poem: Protected spring water, like a democratic and constitutional culture."--Back of book.
