The perspective image and additional copies of the other view for this building have been located in the Walter Collection since the Laverty (1986) citation WTU*073/006.
Walter's diary entry of Sept. 26, 1873 includes "Commenced design for new congressional library." The entry of Sept. 24, 1873 indicates that he travelled to Washington in the morning and met with "Mr. Clark about Library", returning to Philadelphia the next day. As the address on the drawings indicate, the drawings were created in his office in Philadelphia. Walter had returned there in 1865 after living in Washington since 1850 during the period when he was Architect of the Capitol. Walter lost this competition for the new building to Smithmeyer and Peltz. Walter was responsible for the design and construction of the previous Congressional Library, as rebuilt after the fire in 1851, and documented in Walter's 1852 diary.
