Title from the cover illustration description for the Athenaeum of Philadelphia 176th and 1977 annual reports, fiscal years 1991-1992, which shows a black & white reproduction of most of the image.

Verso notes include "Independence Hall portion of exhibit", "Property of United States Govt., Property of HABS - NPS". According to information from the donor, this item was created by Simon for an exhibit. The plan illustrated shows Simon's Beaux-Arts background, and may be his layout scheme, as well as his rendering. The illustration, later discarded by the Service, was saved from distruction by the donor.
