Photographs "17969" and "19057" show construction scaffolding, with the builder's sign "Chester Construction & Contracting Co., Builders. Otis Building, Philadelphia; Crozer Building Chester, Penna."
The dating of the photos, from Nov. 6, 1919 to Mar. 1, 1920, suggests images originally taken to date the progress of construction.
