Photo nos. 3740-3742 shows plans for a hotel at E. Second, Pennsylvania Ave. & B Street S. This building is similar to an hotel & office building planned earlier for the Methodist Board of Temperance Prohibition and Public Morals at Third & Pennsylvania Aves. in 1920's drawings, cataloged separately. It is also similar to a building for the Methodist Board of Temperance, Prohitibion & Public Moral built at Maryland Ave. & First St. The title above is taken from photo no. 3742 "International Reform Bureau, Second Street & Pennsylvania Ave., Washington, D.C." Photo no. 3867, while it has similar massing to the other buildings, has a less similar facade than the other three and has the title "The World Prohibition and Reform Federation Building, Washington, D.C."
