Summary:
1846 report and recommended bill by the House of Commons Committee on Education regarding the appointment of a Common School Commissioner. The report reviewed the history of publicly funded schools, noting that Massachusetts was a good example of an effective system. However, finding "that there is a secret prejudice in the minds of certain classes against these institutions." Thus the committee felt a Commissioner could zealously promote these schools around the state.
