- May 20th, 1861 message from Governor William A. Buckingham of Connecticut to the General Assembly regarding enactment of a special tax upon the Grand List (the aggregate valuation of taxable property within the towns). In addition Buckingham suggested bonds also be issued; all these measures were to support the organization and equipment of a volunteer militia in a recently passed act.
