Summary:
1822 Literary Fund report submitted to the Virginia House of Delegates regarding establishment of a lottery to benefit an academy at Blacksburg in Montgomery County. The report indicated that person appointed to run the lottery and provide proceeds within eighteen months failed to do so; and in fact, "privately left the city of Richmond," presumably with any proceeds thus received.
