Biography/History:
Balanda was an abbot in Perpignan, France. He was the librarian Université de Perpignan and appointed by the King of France as the head of the public library established at the University in 1759. In 1792 Abbé Balanda was exiled in Barcelona.
Summary:
A letter from Abbé Balanda written in French to Monseigneur L'Eveque D'Autun, Ministre de la feuille Benefices, who was Yves-Alexandre de Marbeuf, Bishop of Autun. In the letter Abbé Balanda provided the bishop with his history as the librarian at the Université de Perpignan in addition to his other duties. He implored Marbeuf for funding of the public library for the education of the citizens of Roussillon. The letter was probably written between 1775 and 1788. On the inside fold of the bifolium "De la billarderie" is written in large script.
