- This report on race and education has been prepared at the request of President Johnson, who on November 17, 1965, asked the U.S. Commission on Civil Rights to gather the facts bearing on racial isolation in the schools and make them available to the Nation as rapidly as possible. The Commission's fact-finding has involved four general subject areas: (1) The extent of racial isolation in the public schools and the extent of the disparity in educational achievement between white and Negro school children; (2) the factors that contribute to intensifying and perpetuating school segregation; (3) the relationship between racially isolated education and the outcomes of that education, and the impact of racial isolation on the attitudes and interracial associations of Negroes and whites; and (4) the various programs that have been proposed or put into operation for remedying educational disadvantage and relieving racial isolation in the schools. The Commission has sought out the facts in the hope of shedding needed light on the issues. On the basis of its findings, the Commission has made recommendations which may provide a basis for action by government at all levels; action that it hopes will fulfill for all American children--Negro and white alike--the promise of equality of educational opportunity.
