- "The translation herewith presented is based on the French text as given in the special number of the Moniteur Congolais of August 1964, published by the Ministry of Justice of the Congo at Leopoldville. A few misprints and inadvertences have been corrected and other further slight emendations may yet be found in the official text when available. Light may also be thrown on some passages of doubtful interpretation on the appearance of the official explanatory note and resumé of constitutional debates at Luluabourg".
