Summary:
The introduction of those laws was occasioned by the growing power of the Dutch Republic, who supplied freight to the merchants of this country at a rate so much lower than that at which English ships could be procured, that foreign bot toms were used for bringing home the products of our colonies, while our own vessels were rotting in our harbours, and our mariners driven into foreign service. The increasing independence of Holland had led her to treat with indifference, if not with disdain, the appeal of the British Par liament for arrears of tribute due for fishing on the British coasts; for the restoration of the Spice Islands; reparation on account of the cruelties committed in those islands on the English, and for the indignities offered to their ambassador at the Hague.
