Based on correspondence with editors, and on page images bearing different ISSN within the same issue, it seems much more likely that the publication was erroneously registered as two publications due to appearing in both English in Afrikaans. It is possible, though not certain, that National Association for Clean Air (South Africa)'s move to a Halfway House headquarters might have coincided with the "merger."
