- At a time when the bill "for a digital Republic" proposes the insertion in the Code of research of provisions relating to open access, the National Center for Scientific Research (CNRS), alongside its partners in the ISTEX project as well as a large number of researchers and actors in the field of public research, offers this White Paper the fruit of its reflections and analyzes. For several years, the scientific community of public research has been advancing the need to create a legal and organizational framework for access to scientific and technical data and information in the digital world, in particular to data resulting from its own research activity. This White Paper reports on these reflections, on the practices of researchers in the use of scientific and technical information and digital tools.
