Provides background on the Tibetan Policy Act of 2002, which establishes Department of State position of U.S. Special Coordinator for Tibetan Issues and states that the central objective of Special Coordinator is to promote substantive dialogue between the government of the People's Republic of China and the Dalai Lama or his representatives. Discusses leadership of Tibet and the Tibetan exile movement since 1949; U.S. Congress and Tibet; Chinese views on Congressional actions related to Tibet and the Act; and Congressional efforts to update the Act.
