Summary:
Discusses current rules and circumstances under which noncareer and career members of Senior Executive Service (SES) can be removed from SES or removed from the civil service. Summarizes House-passed H.R. 4031, the Department of Veterans Affairs Management Accountability Act of 2014, which would authorize the VA Secretary to remove an individual from SES and/or to remove him or her from Federal service entirely, or to transfer him or her into "a General Schedule position at any grade of the General Schedule the Secretary determines appropriate."
