- Provides overview of Federal laws, regulations, and agency roles in authorizing and regulating export of natural gas, crude oil, and coal. Addresses several categories of Federal laws and regulations, including statutes that establish authorization process for actual export of any of the three listed fossil fuels. Examines statutes that govern the permitting of facilities that export listed fossil fuels, and generally applicable trade statutes and treaties that affect exports of fossil fuels, including World Trade Organization, the General Agreement on Tariffs and Trade, and North American Free Trade Agreement. Covers pending legislation.
