- Provides overview of the Community Development Financial Institutions Fund (CDFI Fund) established by P.L. 103-325, the Riegle Community Development and Regulatory Improvement Act of 1994, to provide credit and investment capital to distressed urban and rural areas through grants to qualifying community based organizations. Reviews history, current appropriations, and programs of CDFI Fund; and describes process of certifying certain financial institutions to be eligible for CDFI Fund program awards. Provides information on each CDFI Fund program, including its purpose, use of award proceeds, eligibility criteria, and relevant issues for Congress. Analyzes policy considerations of Congressional interest regarding CDFI Fund and the effective use of Federal resources to promote economic development.
