Provides brief background on Delphi Corp., an auto parts and components supplier to auto makers that was created in 1999 as a spin-off from General Motors. Discusses relevant pension law, focusing on the Employee Retirement Income Security Act; and examines Pension Benefit Guaranty Corp. (PBGC) termination of Delphi Corp. employee pension plans in July 2009, following negotiations between Delphi Corp., General Motors Corp., and the Department of Treasury.
