Summary:
Public transport systems in contemporary Sub-Saharan African cities are heavily reliant upon paratransit services, which typically take the form of small buses operated by informal businesses. This book presents a case for improving the quality, reliability and coverage of these systems, and explores contextually appropriate pathways for reform which take account of the complex path dependencies presented by institutional capacities and incumbent operator interests. It is argued that public transport reform strategies that recognize the continued presence of paratransit, and seek contextually appropriate complementarity with new formalized scheduled services, will produce more equitable allocations of limited public resources than strategies that ignore their continued existence. The book's chapters progress through three main themes. The initial chapters discuss the public transport challenges facing Sub-Saharan cities, largely through the lens of the three case cities (Cape Town, Dar es Salaam and Nairobi). The state of public transport systems is reviewed, a case for their reform is made, and the complex political economies within which reform projects are negotiated are reflected upon. In the following chapters, the business strategies and aspirations of incumbent paratransit operators in the three case cities are discussed, as well as their attitudes towards emerging public transport reform projects. In the final chapters, experiences of paratransit integration and business development are reviewed in order to explore policy and strategy options. Book jacket.
