- When first published in 1989, The Undeserving Poor was an enormously influential account of America's enduring debate about poverty. Since then, that debate transformed enormously, rendering a thoroughly revised edition of this work necessary. Once again, Michael B. Katz's shrewd interpretations of the latest policy and market developments will force all concerned Americans to reconsider the foundations of our policies toward the poor. Americans have long viewed the impoverished as having brought their poverty on themselves through laziness, immorality, or cultural or mental deficiency, and use this to justify harsh treatment of the least fortunate. Katz reminds us, however, that there are roots of poverty besides personal failure, including location, resources, political economy, power, and market failure.
