Summary:
Provides background on cybersecurity threats to national security and economic interests, and examines their consequences and implications for the U.S. Provides overview of Executive Order 13636, Improving Critical Infrastructure Cybersecurity, which attempts to enhance the security and resiliency of critical infrastructure (CI) through voluntary, collaborative efforts involving Federal agencies and owners and operators of privately owned CI, as well as use of existing Federal regulatory authorities. Investigates legislative and constitutional authority for Executive Order 13636, and considers how its provisions relate to cybersecurity proposals in the 112th and 113th Congresses.
