- Provides overview of EPA 2006 changes to national ambient air quality standard (NAAQS) for fine particulate matter (PM2.5). Examines NAAQS implementation process for designating geographical nonattainment areas with respect to tightening of PM2.5 standards, including comparisons with final designations under the 1997 PM2.5 NAAQS. Reviews subsequent State obligations for developing and submitting implementation plans for attaining or maintaining NAAQS compliance.
