Examines Federal funding for broadband projects authorized by P.L. 111-5, the American Recovery and Reinvestment Act (ARRA). Provides background on ARRA broadband grant and loan funding to the broadband technology opportunities program (BTOP) and the broadband initiatives program (BIP).
