Summary:
Examines current role of private insurers and Federal, State, and local governments in managing disaster risk and dealing with rising cost of financing recovery and reconstruction following natural disasters. Considers various alternative risk (ART) financing options in light of current level of uncertainty concerning probability of catastrophic losses and increased exposure and vulnerability of coastal areas to natural disaster damages, including State-sponsored loss-sharing financing mechanisms and private ART methods, such as insurance-linked securities. Addresses rationale for and against Government intervention in risk transfer markets, and reviews legislative options for Congress. Includes tables and graphs.
