This report is one in a series of updates. For the most recent coverage of this report series, please see 12-RL-34458a in the 2012 issue.

Examines aggregate House Member mass mailings from 1997-2008 and 2012 and mass communications from 2009-2012, to ascertain how many pieces of mass mail were sent by Representatives annually, total cost of those mailings, proportion of overall mail costs that Member mass mailings constituted, and annual percentage of Members who sent at least one mass mailing. Evaluates quarterly variation in Member mass mailing volume and whether these variations reflected cyclical trends. Considers whether mass mailing volume was higher in election years than in non-election years.
